Ability to Modify Incomplete Credential Page

An issuer would like to have the ability to control the text presented when a recipient is redirected to the incomplete_credential page, especially for our integrations.

Education Training Foundation would like to have this message modified as well.
Since there may be an issuance delay etc, referencing coursework (and even more so, not all Issuers have "courses") they wish the reference to coursework to be removed.
