We've released an update that solves this in 2 ways:

The CC/BCC fields in the Email Settings > General Settings are now extended to cover Email Campaigns as well as legacy emails - they apply account-wide to emails
The advanced settings in the Campaign Builder allow you to override the CC/BCC fields for a specific campaign

Rioja Wine Academy would also like this feature enabled - they migrated to the new email template functionality in preparation of legacy emails going away and are not happy about losing this capability
